The sanitation system in Punjab, Pakistan, serves 141 tehsils and employs around 170,000 sanitation workers. With the University of Pennsylvania, DMC combined 56 stakeholder interviews with vehicle-tracking and administrative data. Together they assessed governance, digital monitoring, contractor accountability, working conditions and citizen experience. The evaluation also drew lessons from Portugal's waste reforms.

Technology-based teacher professional development

Most teacher training happens away from the classroom. This cross-country study in the US and Pakistan examines how technology-based observation and mentorship can bring professional development into the classroom itself, through structured observation, regular feedback and mentor support.

How do gender, race, religion, language, socioeconomic status, immigration status and disability intersect to shape a student's experience of school? This cross-national study of high schools in the US and Pakistan examines root causes and context. It looks at the role school leaders can play in building more equitable schools, and how these dynamics differ between the Global South and North. Its findings are designed to inform school leaders, international organizations and policymakers.

Afternoon School Program

Where
  • Punjab, Pakistan
With
  • School Education Department, Punjab, Pakistan

The school building is already there. The Afternoon School Program puts it to work in a second shift, bringing out-of-school children into education and extending schooling where demand outstrips supply. The approach starts with what a community already has (buildings, teachers, local leadership) and builds the solution around it.

Knowledge Exchange & Mobilization

Moving evidence across borders and into decisions.

Global Policy Seminars

Members of our team convene seminars and panel discussions that put policymakers, researchers and practitioners in the same room. Recent examples include:

  • AI in Practice: Policy, Trust and Adoption, a panel at the University of Pennsylvania in September 2026, with speakers from the Government of Punjab, Pakistan; Azerbaijan's ASAN AI Hub; and Penn.
  • A session at Penn's Perry World House with Ghana's Minister of Education.

We also build working relationships with institutions abroad, so the governments we work with can learn from what has worked elsewhere. These include IST Lisbon's IN+ Center on smart cities and climate, and Azerbaijan's ASAN public service model.

Workshops and learning communities

At the Brookings Institution's Center for Universal Education, Usama Mahmud led knowledge exchange and workshops for a global learning community of education innovation teams from more than 50 countries, all working to scale what works. Members of our team are now co-convening a Global AI Learning Group with Penn GSE.
